Worcester County K9 Unit

On Sunday September 22, 2013, members of the Worcester County K9 Unit traveled to Allentown, PA to compete in the 2013 Police K9 Trials. These trials are in memory of fallen Deputy Sheriff and Canine Handler, Kyle Pagerly of the Berks County Sheriff’s Department. Pagerly was tragically killed in the line of duty serving a warrant on June 29, 2011. This is the third annual Police K9 trial held each year by the Salisbury Township Police Officers Association. Proceeds from the trials go to the Kyle Pagerly Memorial Fund.
Three members of the Worcester County Sheriff’s Office K9 Unit participated in the event, two bringing home trophies. Cpl. Ramey and K9 Karma won 2nd place in Fastest Dog. Cpl. Edgar and K9 Jonka won 3rd place in Obedience and 2nd place in Bite Redirect. Several teams from Pennsylvania, Delaware and Maryland competed. The Worcester County Sheriff’s Office K9 Unit has attended every year since the First Annual Pagerly K9 trial in 2011 to show support. We hope to continue this participation and support for future events.

The Sheriffs Office is extremely proud of our K-9 units.

Salisbury Residents Shouldn't Complain About Comcast

As most of you know I have been spending quite a bit of time in Ocean City. Because I'm here so much I decided to go ahead and hook up cable TV at the house. The experience of doing such deserves to be posted.

When I was living in Downtown Salisbury I also used Comcast for my cable and Internet access. Not being a big TV viewer I simply ordered the basic package and was charged $19.95 a month. When I asked how many channels basic cable was they told me I'd get nine, I got over 100 when I got home and hooked it up. INTERESTING. They asked how many remotes I'd need and I said, two. They said they'd be $5.00 a month each. I said, excuse me! She replied, oh, that's right. Your only getting basic cable so it will be $ .50 cents a month instead. Now, does that make any sense to any of you?

Nevertheless, I called on Friday to order basic cable for Ocean City and I experienced going through three departments just to get Comcast. The first department asked me for my wants and needs. Then there was the credit department, (even though I had just cancelled my Salisbury cable) and then there was to order department. OK, so basic cable in Ocean City is $39.95 a month, not $19.95 a month. 

Then there's a $50.00 fee to have someone come out and install the line and the one that brought me over the top was when they said I'd be charged $14.95 to PROCESS the order. After I told them where they could shove the entire order they chose to immediately drop that particular fee. 

Over the years I have heard my fair share of complaints about Comcast in Salisbury but I think once you hear what Ocean City residents are being charged Salisbury residents might chill out a little bit. My total bill for Internet and Cable in Ocean City is $79.95 a month.

INVESTIGATION QUICKLY LEADS POLICE TO SCOOTER THEFT SUSPECT

On September 21, 2013, at approximately 1:30 p.m. Ocean City police responded to Continental Cycles at 7203 Coastal Highway in reference to the theft of a scooter. Upon their arrival, officers learned that an employee had noticed a scooter was
 

missing approximately a half hour before calling the police. The employee informed the officer that during that time, they had located the scooter in the area of 75th Street with a blanket draped over it and the registration plate and key missing.
 
During the investigation, officers quickly determined the suspect’s as: Treyon Miles Parker, 22, of Laurel, DE.  When officers located Parker, they discovered that he had an outstanding warrant for his arrest. During a search, officers found prescription Xanax pills on his person. Officers then were able to locate the registration plate and key to the scooter nearby. 
 
Parker was charged by Ocean City police with theft ($1,000 to $10,000), possession of Xanax without a prescription and unlawful taking of a motor vehicle. Parker was seen by a Maryland District Court Commissioner and was held on $8000 bond.  Parker was later transferred to Worcester County Jail.

OCPD LIEUTENANT GRADUATES FROM FBI NATIONAL ACADEMY

Ocean City Police Lieutenant Ray Austin graduated on Friday, September 20, 2013, from the FBI National Academy Program at Quantico, Virginia. Lieutenant Austin was among over 200 law enforcement officers from across the country originating from local law enforcement agencies to federal and military organizations.

Lieutenant Austin began the internationally recognized program in July His time during the National Academy Program consisted of ten weeks of training, including topics on health and fitness, advanced criminal investigation and leadership development. The FBI Academy is a very selective program in which participants must have proven records as professionals within their agency.

“It is no surprise to me that Lieutenant Austin was selected for this prestigious program,” said Chief Ross Buzzuro.  “Graduates from the FBI Academy typically return to their agencies to serve as leaders of their departments in command level positions.  Ray has been a leader and a great example of a police officer for years.  His recent training at the FBI Academy will not only be a great experience for him but ultimately for the officers who work for him who will also benefit from his guidance.”

Lieutenant Austin is the assistant commander for the Criminal Investigation Division. He was hired by OCPD in July 1994. He was promoted to PFC in 1998, Sergeant in 2003, and Lieutenant in 2010. He has worked in the department’s Patrol Division and Criminal Investigation Division where he has served as a detective in both General Assignment and Narcotics Units. He was also a member of the Traffic Safety Unit while he was in the Patrol Division. In addition to his supervisor responsibilities, Lieutenant Austin is also a certified police trainer and has taught Drug Identification to Seasonal Officers during past seasonal academies.

Out of Darkness – Suicide Awareness Walk

Ocean City, Md. – The public and media are invited to participate in the second annual Out of the Darkness Community Walk to promote awareness about suicide prevention. 

What: The event is a fundraising and outreach effort to support the American Foundation for Suicide Prevention, the leading national nonprofit exclusively dedicated to understanding and preventing suicide through research, education and advocacy.

About: The ceremonial walk will feature memorial activities, local exhibitors and guest speakers. Senator Jim Mathias will give the opening speech for the event.

Driver Of Van That Rammed Trooper's Vehicle After August Home Depot Shoplifting Arrested

Resume:
Newark- Troopers have charged a Philadelphia man in connection with the August 25 Home Depot shoplifting that resulted in a Trooper being injured when his vehicle was rammed by the fleeing van.

Troopers determined that Davin M. Jeter, 27, participated in the August 25 shoplifting, and drove the rental van in which the defendants fled from the scene. After Troopers attempted to stop the van, Jeter fled in the vehicle. While some of his coconspirators begged Jeter to let them out of the van, Jeter continued to drive recklessly. As the van approached a fully marked state police vehicle on I-95, Jeter intentionally drove the van into the driver's side of the patrol vehicle in an attempt to disable it.

The crash disabled both vehicles and injured the Trooper and Jeter's coconspirators. Jeter fled and was not located that night. He was eventually apprehended in Pennsylvania and extradited to Troop 2 on Monday. Jeter was charged with three counts of assault first degree, two counts of unlawful imprisonment second degree, shoplifting over $1,500, two counts of criminal mischief over $5,000, resisting arrest with force or violence, disregarding a police officer's signal, conspiracy second degree, two counts of reckless endangering second degree, and numerous traffic charges. He was committed to Howard R. Young Correctional Institute on $161,100 secured bail.

Troopers Investigate Fatal Crash at Dover Toll Plaza

Location: Korean War Veterans Memorial Highway (SR1) southbound at the Dover Toll Plaza, Dover, DE

Date of Occurrence: Wednesday September 25, 2013 at 11:50 a.m.

Vehicle #1: 2007 Honda Civic (maroon)

Operator #2: Paul A. Leone, 57, Moyock, NC
Vehicle #2: 1999 Sterling 10 wheel rollback truck

Resume:
Dover, DE- The Delaware State Police Collision Reconstruction Unit is currently investigating a fatal crash that occurred earlier this afternoon at the Dover toll plaza.

The incident occurred around 11:50 a.m. as Shirley J. Taylor was operating a 2007 Honda Civic southbound on SR1 approaching the toll plaza. For unknown reasons, the Civic failed to slow and stop for a 1999 Sterling 10 wheel rollback truck that was stopped behind another vehicle which was in the process of paying the toll. The Civic struck the rear crash bar and rode up underneath the truck where it came to a stop.

Shirley J. Taylor was extricated by mechanical means by the Dover Fire Department and transported to Kent General Hospital where she succumbed to her injuries at 3:08 p.m.

Paul A. Leone, the operator of the rollback, was properly restrained and was removed from the scene by EMS and transported to Kent General Hospital with non-life-threatening injuries.

Prior to the crash, calls were received to the Kent County Emergency Operations Center (9-1-1) of a maroon vehicle driving erratically on SR1.

The Collision Reconstruction Unit is continuing the investigation into this incident. The toll plaza was closed for two hours as the crash was investigated and cleared. The Express Lanes of SR1 remained open and tolls were suspended during that time.

Oppose US Involvement in Syria

Oppose any American involvement in the Syrian war.  Yes, people died in a chemical attack and yes, some of them were children, but the United States has ignored similar tragedies in other countries.  What about the children who have died as a result of our drone attacks?  If the main reason for America getting involved is to stop horrible atrocities, perhaps we should first review some of our own policies. 


We cannot afford another war. Our armed forces are already stretched and 12 years of war and deployments have put an immeasurable burden on them. Thousands have lost their lives, while countless others suffer from physical and mental problems.  If we really want to support our troops we should oppose any involvement in Syria.  Our military has given enough. 

Finally, the most obvious reason to oppose involvement in Syria is that both sides are bad.  President Obama wants to disarm President Assad by supporting the Free Syrian Army, who is aligned with Al Qaeda.  Are we seriously talking about supporting the same terrorists we are currently fighting them in Iraq and Afghanistan? It’s almost comical.

Let’s not forget the almost 4,500 Americans who have died since the war on terror began or the over 32,000 who have been wounded.  
These soldiers were told that Al Qaeda was the enemy.  If the United States turned around and gave any aid of any kind to rebels who collaborate or, as some sources will tell you, are led by the very group our nation has been fighting so hard to eradicate, it would dishonor those Americans' sacrifice.

Safe Kids Lower Shore Maryland Coalition Offers Car Seat Inspections On Seat Check Saturday

Salisbury, MD – Safe Kids Lower Shore Maryland Coalition urges parents and caregivers to make sure their car seats and booster seats are properly installed on “National Seat Check Saturday,” September 21. Salisbury will have certified child passenger safety technicians available to provide hands-on instruction on installing car and booster seats at Sam’s Club, 2700 N. Salisbury Blvd. from 11:00 a.m. to 3:00 pm.

“Correctly used child safety seats can reduce the risk of death by as much as 71 percent,” said Tammy Griffin, Safe Kids Lower Shore MD. “We want all parents to make sure their car seats are used and installed correctly and that the whole family is buckled up every time, on every ride. And we’re here to help.”

In a nationwide effort to educate parents and caregivers during Child Passenger Safety Week, Safe Kids and the General Motors Foundation are teaming up for Seat Check Saturday activities as part the Buckle Up program, a national initiative established 16 years ago by Safe Kids and the GM Foundation to keep children and families safe in and around cars.

Safe Kids will host more than 500 child seat inspections across the country for CPS week, including one on Tuesday, September 17, from 9:00 a.m. to 12:00 p.m. at the Worcester County Health Department, 9730 Healthway Dr. Berlin, MD. Call the Berlin Police Department for details (410-641-1333).

Car seat inspections offer drivers the chance to receive assistance and guidance from certified car seat technicians regarding proper installation of their child safety and booster seats. Safe Kids Buckle Up events continue throughout the year.

Parents can also check their own car and booster seats by using this car seat check list. Certified child passenger safety technicians are available to help you or double check your work. Parents and caregivers can locate an event in their community by visiting the Safe Kids website at safekids.org.

(September 11, 2013) – On September 11, 2013, the Ocean City Police Department and OCPD Lt. Scott Harner earned awards from the Maryland Highway Safety Office for participation in the “Walk Smart” campaign and the strong enforcement efforts against traffic safety violations. OCPD worked very closely with the Highway Safety Office and the Maryland State Highway Administration to create and promote the “Walk Smart” campaign.

Lt. Harner is the head of OCPD’s Traffic Safety Unit and has served as one of the driving forces behind the department’s success in traffic and pedestrian safety. Not only has the “Walk Smart” campaign yielded a nearly 50 percent decrease in pedestrian collisions, but the Traffic Safety Unit has also removed numerous drunk drivers from Ocean City roads and have also been responsible for many drug and weapons arrests. Lt. Harner is often the creator behind many of the department’s innovative and active traffic enforcement strategies that produce such great results.

The Ocean City Police Department is proud to have received this award and will continue to keep Ocean City’s roads safe through education and enforcement.

NEW LEGISLATION CHANGES TO TAKE EFFECT ON OCTOBER 1

(September 12, 2013) – On October 1, 2013, a legislation change will go into effect regarding traffic safety regulations. Maryland police will now be able to stop drivers for hand-held cell phone use and all passengers in a motor vehicle will be required to wear a seat belt. Fines for first-time cell phone use violators will increase from $40 to $75 and passengers that are not buckled up could face an increase in fines from $25 to $50.

“Distracted driving because of cell phone use and texting is one of the leading causes of motor vehicle collisions,” said Ocean City Police Chief Ross Buzzuro. “According to the National Highway Traffic Safety Administration (NHTSA), 11 percent of fatal auto accidents and 17 percent of “injury crashes” in 2011 have cited distracted driving as a contributing factor. Drivers should always remember to park the phone before driving.”

Parking the phone is not the only simple thing that can be done to protect safety on the roads. Wearing a seatbelt is one of the single most essential choices a citizen can make while in a vehicle. The NHTSA reports that in 2011, seat belts saved an estimated 11,949 lives nationwide. This includes back seat passengers, not just those in the front seat.

Ocean City police are dedicated to protecting the safety of drivers and will enforce the new legislation changes beginning October 1. Buckling a seatbelt or staying off cellphones are two of the simplest things that can be done to prevent a vehicle collision.

A huge fire destroyed a three unit complex today on 94th street. Some images were taken before the fire department showed up on the scene. We're told the units are a complete loss. 

CHIEF BUZZURO ESTABLISHES NEW SPECIAL ENFORCEMENT UNIT

The Ocean City Police Department has recently established a new unit within the department. Beginning this month, the Special Enforcement Unit will be patrolling throughout Ocean City. The Special Enforcement Unit will be a proactive criminal investigative unit which will focus on working closely with the community to identify problems and solve crime. Officers assigned to this unit will primarily be working in a plain clothes capacity much like the department’s Narcotics Unit.
“The new Special Enforcement Unit will act as a stepping stone between our Patrol Division and our Criminal Investigation Division,” said Chief Buzzuro. “The Unit will look very closely at growing crime trends in various areas of Ocean City and serve as proactive crime fighters.”

CRIME: Possession and Distribution of Child Pornography

ACCUSED: Jason Gregory Root (36 years of age)

CHARGES: 6 counts of Promoting and Distributing Child Pornography, 5 counts of Possession of Child Pornography

NARRATIVE: On Monday, September 9, 2013, members of the Worcester County Bureau of Investigation, Department of Homeland Security, Maryland State Police Computer Crimes Unit and the Worcester County Sheriff’s Office executed a search and seizure warrant at an address on Worcester Highway, Newark, Maryland.
The search warrant was the result of several months of prior investigation which revealed that someone inside of the residence was sharing and downloading pictures and videos of Child Pornography. 
Once inside of the residence, numerous items were located and found to contain hundreds of images and videos of Child Pornography. An interview of the residents revealed that Jason Gregory Root was responsible sharing and downloading the images. 
Jason Root was placed under arrest and charged with 6 counts of Promoting and Distributing Child Pornography and 5 counts of Possession of Child Pornography. 
Jason Root was taken before the District Court Commissioner and subsequently released on a $10,000 unsecured bond.

OCPD CORPORAL PROMOTED TO SERGEANT

(September 11, 2013) – Chief Ross Buzzuro is proud to announce the appointment of Corporal Charles “Josh” Kelley to the rank of Sergeant. “Sgt. Kelley has proved his worth time and time again within the Ocean City Police Department,” said Chief Buzzuro. “He is a true asset to our department and is the epitome of a great law enforcement officer.”

Sgt. Kelley is originally from Chestertown, Maryland and is a former platoon sergeant in the US Marine Corps. During his eight years of service in the Marine Corps, Sgt. Kelley earned the Navy Commendation Medal in Combat Operations during Operation Iraqi Freedom. After being honorably discharged in May 2008, Sgt. Kelley continued his education at Salisbury University earning a Bachelor’s degree in Interpersonal Communications & Conflict Resolution.

Sgt. Kelley began his career at the Ocean City Police Department as a seasonal police officer in 2004 and was hired as a full time officer in 2006. Sgt. Kelley serves as a mentor to many young officers and is a member of the Drill & Discipline Team for the seasonal police academy. He has been in the patrol division throughout his time with OCPD. During the course of his career, Sgt. Kelley has received many commendations and awards including Neighborhood Watch and OC Knights of Columbus Officer of the Year in 2009. He was also awarded by the Worcester County Drug & Alcohol Abuse Committee for making over 80 drug arrests in the year of 2010.

OCPD ARRESTS TWO FOR HEROIN CHARGES

(September 10, 2013) – On September 9, 2013, at approximately 2 a.m. Ocean City police conducted a traffic stop in the area of 85th Street and Coastal Highway after noticing a vehicle swerving in and out of the traffic lanes on northbound Coastal Highway. As the officer approached the vehicle, the officer noticed the smell of marijuana emanating from the vehicle.

During a search of the vehicle, officers located six packages of heroin and numerous drug paraphernalia items, including items typically used for packaging and distributing drugs. Officers also located approximately 10 assorted perscription pills. The driver of the vehicle was identified as Hannah Knoll Norris, 24, of Fairfax, VA, and the passenger was identified as Scott Edward Kahler, 25, of Falls Church, VA.

Both Norris and Kahler were charged by Ocean City police with possession of heroin, possession with intent to distribute heroin, removing the label on a perscription drug, transporting heroin into Maryland, and six counts of possession of drug paraphernalia. Norris and Kahler were seen by a Maryland District Court Commissioner and transferred to Worcester County Jail on $10,000 bond.

SEATBELT VIOLATION LEADS TO TWO WEAPONS ARRESTS

(September 6, 2013) – On September 5, 2013, at approximately 2 p.m. an Ocean City officer on patrol conducted a traffic stop in the area of 3rd Street and Philadelphia Avenue for a seatbelt violation. As the officer approached the vehicle, the officer noticed numerous used shotgun shell cartridges throughout the inside of the vehicle and a large folding knife attached to the driver’s pocket. The smell of burnt marijuana was emanating from inside of the vehicle, as well.

When the officer spoke to the driver, later identified as Charles Michael Reynolds, 22, of Bristow, VA, he stated that there was a loaded semi-automatic .45 caliber handgun in the vehicle and that he did not

have a handgun permit in the State of Maryland. The officer then requested that Reynolds and the passenger, Ryan Zachary Pritchard, 21, also of Bristow, exit the vehicle while officers conducted a search. During the search of the vehicle, officers located the handgun that Reynolds mentioned, loaded magazines, two other large fixed blade knives and a metal throwing tomahawk.

Reynolds has been charged by Ocean City police with two counts of possession of a concealed deadly weapon, two counts of possession of a handgun on his person and possession of a handgun in a vehicle. Pritchard has been charged with two counts of possession of a concealed deadly weapon, possession of a handgun on his person and possession of a handgun in a vehicle. Both were seen by a Maryland District Court Commissioner and released without bond.

Local Blog Report Unfounded

A local blog has reported an attack on a student at Wor-Wic Community College on Thursday evening, Sept. 5, where local law enforcement was called to the scene. The report is unfounded. After checking with college security, the 911 call center and local law enforcement agencies, it has been determined that security did not witness an attack nor was one reported to them by an alleged victim or any witnesses. In addition, there is no record of any calls to the 911 center, the Wicomico County Sheriff's Office or the Maryland State Police. The college has no evidence to indicate that an attack happened on its campus on Sept. 5.
Certainly the college takes any and all alleged crimes committed on campus very seriously and will continue to investigate this reported incident to determine what prompted this unconfirmed allegation.

CNBC ANALYST GOES OFF ON UNEMPLOYMENT AND STOCKS: ‘WHAT ARE WE? A BANANA REPUBLIC?’

The U.S. Bureau of Labor Statistics reported Friday that U.S. employers added only 169,000 jobs in August and that the labor force participation rate edged down to 63.2 percent, its lowest point since August 1978.

But here’s the thing: despite the weak economic data, markets started the day on a relatively positive note.

CNBC’s Rick Santelli, the man commonly credited with starting the Tea Party movement, was not impressed.

“I just think it’s absolutely horrible that we — that we’re in a marketplace where we get a lousy report, 35 years since we’ve seen these participation rates,” Santelli said.

“And listen,” he continued, “you know, you can’t hide the spread of four to four-and-a-half percent between the advertised unemployment rate and what it would be should you go back a few years on that participation rate.”

It’s worth noting that the unemployment rate today would be approximately 10.8 percent if labor force participation were at January 2009 levels.

Berlin Fire Company Funding Debate Slated For Sept. 9

BERLIN—Possible plans to reinstate some funding to the Berlin Fire Company are on the agenda for the Monday, Sept. 9 mayor and council meeting and those plans come at a time when residents are caught in what might be described as a whirlwind of allegiances, politics, finance and litigation.

The July 2012 decision by the mayor and council to stop the town’s funding of the fire company was a response to what town officials said was the fire company’s refusal to work with them to resolve complaints of harassment within the ranks of the company’s firefighters and paramedics.

The meeting, which is open to the public, is another installment in the long-running debate between town leadership and the volunteer organization that provides firefighting and emergency medical services to Berlin and nearby areas.

Harassment Claims Filed By 2nd Paramedic

BERLIN—A second former paramedic has filed a discrimination claim against the Berlin Fire Company, according to document that was filed with the Maryland Commission on Civil Rights on April 22 and is awaiting response.

In the complaint, Jeffrey Dean, of Salisbury, said he had worked as a paramedic and firefighter with the company since October 2005. During that time, his work performance was deemed satisfactory in uations, he said.

According to his complaint, that changed in September 2011, when he corroborated allegations of harassment by his work partner, Zackery Tyndall, who had filed a complaint with the federal Equal Employment
 Opportunity Commission alleging harassment and discrimination.

Next weekend, September 12 – 15, 2013, Ocean City will see an increased number of motorcyclists as bikers make their way to Ocean City for this year’s OC BikeFest Motorcycle Rally. OC BikeFest will take place at various locations throughout Ocean City. The Ocean City Police Department is reminding citizens of a few important safety tips to keep in mind during this weekend’s event:
Be aware of motorcycle traffic. Often time’s people cannot see motorcycles because of blind spots in their mirror. Be extra cautious of this when driving, especially when changing lanes.
If you see any criminal activity including racing or dangerous driving, try to get a good description of the vehicle and person. If you are not driving, try to write down the tag number and call the police.

In addition to safe driving tips, the Ocean City Police Department also reminds citizens of the importance of pedestrian, bicycle and scooter safety. For individuals who are traveling on foot, on a bicycle or scooter, here are some important safety tips to remember:

Cross the street at a marked crosswalk or intersection.

Make eye contact with drivers when crossing busy intersections
Continue to watch for traffic the entire time you are in the crosswalk.

It is illegal to wear headphones in both ears at the same time while operating any vehicle.

Vehicle operators should to be extremely vigilant while driving, keeping consistently aware of pedestrians, bicycles, mopeds and scooters.

Avoid making quick, un-signaled turns or abrupt stops. If you can’t make the turn safely, proceed past the turn and turn around when safe.

Allow plenty of time to stop or proceed through intersections.

Pedestrians should not take unnecessary risks crossing busy streets against traffic lights.

Parents are reminded to pay extra attention to children when crossing busy roads. Keep hold of small children’s hands while waiting for traffic lights to change and while crossing.

Bicyclists are encouraged to wear helmets and must ride in the bus lane. In addition, bicyclists must abide by all traffic laws, including stopping at red lights and stop signs.

Moped/scooter operators and passengers are encouraged to wear helmets and footwear. If you are renting a scooter you are required to wear a helmet and footwear.
